MRR's landmark 1999 report, Off-Highway Vehicles in Minnesota, provided a statewide baseline on the effects of off-road vehicles on Minnesota's environment. This report also established hertofore absent public discussion and debate regarding ATVs, dirt-bike motorycles and four-wheel drive trucks.

Participating in court challenges, EAW comment periods, and auditing the use and misuse of public funds and public and private land, requires tools for collecting data that is recognized by science and the courts as expert testimony. Today, after a decade of collaboration with Minnesota scientists, area universities, land managers, state agencies and numerous environmental review cases in the field and in the courts, MRR has developed a few simple but effective tools for assessing and documenting trail conditions and related costs of restoration.
