Public and environmental review, in the form of completion of Environmental Assessment Worksheets (EAW) is MRR's #1 priority is deciding where snowmobiles, ATVs, dirt-bike motorycles and four-wheel drive trucks should go. The Environmental Assessment Worksheet is a simple three-page worksheet that required project proposers to answer question regarding a projects effects on soils, water, wetlands, air quality, adjacent recreational resources and peace and quiet too.
While in 2003 Minnesota's legislature suspended completion of Environmental Assessment Worksheets for DNR proposed ATV, dirt-bike motorycle and four-wheel drive truck routes for state forests, the public retains the right to petion for review of other motorized trail proposals on public and private land.
MRR successfully protected the Mesabi Trail bikeway and North Shore State Trail by petitioning for or preparing for completion of EAWs in response to proposals that would have encroached on these non-motorized routes and displaced quiet seeking users of these trails. MRR's petition to the Environmental Quality Board opposing a dirt-bike motorcycle track proposed by the DNR for just 20" from the edge of the Mesabi Trail, our nation's longest bikeway, was found to be one of the best prepared and strongest petitions ever recieved according to officials at the EQB.
A service contract with MRR to petition for completion of an Environmental Assessment Worksheet involves collection of GPS, photographic and other extensive data in the field, expert testimony, attention to process deadlines and the signature of 25 people!
